Abstract (EN)

The selection of information technology projects is an important decision-making process that ensures the achievement of strategic goals by using limited resources in the most efficient way. This study aims to apply multi-criteria decision-making (MCDM) techniques to the selection of information technology projects. MCDM methods allow for more rational and objective decisions to be made by allowing multiple criteria to be evaluated simultaneously. In the research, the Analytical Hierarchy Process (AHP) method was used to weight the project selection criteria. A survey was conducted with experts in this process. AHP is a powerful tool for determining the relative importance of decision criteria. These weighting results were combined with the Grey Relational Analysis (GRA) method to rank the projects and determine the most suitable project. The GRA method was used to rank the selected projects. In this thesis, the combined use of AHP and GRA methods for the evaluation and ranking of projects in the field of information technology was examined in detail. The research results show that the integration of these two methods provides important guidance to decision makers in project selection processes and contributes to more effective results. As a result of the study, it was determined that among the criteria identified for multi-criteria decision-making techniques in information technology projects, the "Strategic Alignment" criterion had the highest weight, while the "Sustainability" criterion was assigned the least importance. This study aims to increase the applicability of MCDM techniques in the selection of information technology projects and to make a theoretical and practical contribution to the decision-making processes in this field.
