Abstract (EN)

The practice of urban planning, which has become a scientific discipline for finding solutions to the problems of the industrial city, has demands of the ruling class in the historical process. The planner, who had to defend the public interest, was pushed into the position of a technical person who put the wishes of the sovereign power on paper. Before the neo-liberal period, cities, which were the areas of small-scale interests, became the focus of large-scale capital groups in the 1980s, together with urban investments in which the state provided funds to capital through local governments. Thus, the land of the city began to gain value more than ever. In Turkey, as in the world during this period has also increased the importance of the local area. The transfer of urban development plans, which are the most important means of sharing urban rent, to local administrations where face-to-face relations are relatively intense has made the plan decisions flexible. The flexibility of the plan decisions has made the zoning rights and zoning plan boundaries flexible. The use of surplus value produced by zoning plans as a capital accumulation tool has become widespread. In this thesis, the effects of zoning plan decisions on the sharing process of urban rent are examined in the case of Adıyaman City. Key Words: City Planning, Urban Land, Urban Land Rent.
