Having vehicle, is evaluated a criteria of growing in this country, increase of using vehicle not provided required parking areas for this reason and negative effects because of the circulation defined ?Parking problem?.Understanding of being deficient parking areas and requirement of new parking areas more increased demand to the areas which have parking and traffic problems became disaster. New parking management and strategy, which is developed against to conventional understanding, deal with the problem is a part of the whole transportation system and to systematize known as ?Parking management and strategies?.Parking management and strategies are based on some politics and programs results in using more efficient parking facility. Parking management investigates problems about present parking planning, costs of parking facilities and discussing about incomes with the new developed methods and special management strategies and explains how to use them. To provide them,?Strategies that increase parking facility efficiency,?Strategies that reduce parking demand,?Support strategiesdepend on these 3 main strategies.In this thesis parking and types, downtown congestion and parking problems are being defined, the factors which affecting demand and requirements on parking, principles of parking management and strategies, benefits and emphasized for efficiency of developed parking politics, changing costs angle of economic. According to this datas possibilities of above mentioned strategies are investigated in Historical Peninsula called Eminönü Zone. Firstly zone?s present transportation substructure was defined and to define present parking lot substructure clearly is used a ?parking inventory survey?. Discussed some developed scenarios in strategic level for zone?s parking management. In the part of assessment and conclusion approaches aimed to the future manifested.
