Evaluation of urban transformation process in Bursa Ataevler: example of Eğitimciler 'site

Urban transformation projects are implemented in order to solve the urban problems that may occur as a result of social, economic and physical changes in cities and to meet new needs. There are two important factors that trigger the transformation of the city in Turkey, one of them is industrialization that require rapid housing production, the other is 1999 earthquake. The fact that the buildings are not earthquake resistant and reliable, illegal construction, the existence of unqualified building stock and the necessity of getting rid of them have brought forward the idea of urban transformation. Bursa, like many cities, has changed in line with the needs of the neoliberal economy and entered the restructuring process. In the 2000s, because of the geographical structure of the city and the distorted urbanization and the earthquake risk, on-site transformation became almost a necessity and the renewal in the city, has been a factor that carried out by the urban transformation. In addition the the increase floor area ratio decision has triggered the urban transformation. After 2010, urban transformation implementations started in the western part of the city. The Ataevler is an advantageous area for urban transformation as it located on the fast developing western side of the city, and has been affected by the decision of increase floor area ratio. Also the Eğitimciler Cooperative in this region is a collective housing consisting of buildings that are damaged in the earthquake and cannot respond the needs of the users. In this study, firstly, different definitions of the concept of urban regeneration and as long as it lives from the past to the present are included. Then, the change experienced by the concept of urban transformation in line with the dominant paradigms of the period was evaluated. In this sense, the results of the transformation project that mentioned in the study, what extent to responds to the objectives of the urban transformation in different dimensions, the starting to Eğitimciler Cooperative in the urban transformation process and the effects on the urban transformation area that Eğitimciler Complex wil be constructed are discussed. For which reasons caused the project is stopped and the implementation phase could not be reached questions were investigated. Key words: Bursa, Urban Transformation, Eğitimciler Complex
