Abstract (EN)
Genghis Khan brought together the scattered Mongol tribes under one banner and made appointments in his empire based on meritocracy, establishing a unified institutional structure. This approach was a key factor in the rapid expansion and success of the Mongol Empire. Before he died, Genghis Khan divided his vast empire among his four sons, ensuring that it would be managed from a central authority. He also designated four Noyans/Tribal Emirs, along with their units of a thousand warriors, to guide and assist his sons. Just as the empire was divided into distinct uluses, each ulus had its own administrative centers, with tribal emirs overseeing them. However, as power decentralized and rulers became less competent, the traditional steppe aristocracy and the inherited privileges of tribal emirs allowed them to localize and threaten central authority. These tribal emirs became the decision-makers in the election of khans, and even supported or deposed khans based on their interests. This dynamic led to competition and instability, causing the descendants of Genghis Khan to rely on the emirs to maintain their legitimacy. In Turkestan, parallel to the decline of the Chagatai Khanate, Emir Timur emerged as one of the most powerful tribal chiefs. Through his internal politics, military campaigns, and charismatic leadership, he established one of the strongest political structures of his time. However, after his death, his successors lacked his capability, leading to a reliance on tribal chiefs and religious leaders for political support, often through land grants. As succession disputes and power struggles brought an end to the Timurid Dynasty, the Shaybanid Dynasty, with its Genghisid lineage, rose to power and took control of the region. The Shaybanids adopted a system of shared rule and divided the territory into administrative centers, which limited the central authority's power.
