Abstract (EN)

In Ottomon Empire it seems to be a slowly orientations towards democracy with Tanzimat Ferman thatstarted reform movements. Ottoman Empire passed a parliamentary system with the declaration of Kanuni Esasi and constitutional monarchy. Representative of all nations living within the boundariesof the Ottoman Empire have taken placein Meclis-i Mebusan opened as the requirements of the constitutional monarchy. Among this representatives are also Non- muslims. After losing the I. World War of Ottomon empire, İstanbul occupied it. And Meclis-i Mebusan was closed by force by soldiers of the Allied Powers. Thereupon, in 1920, with evtraordinary powers TBMM opened under the leadership of Mustafa Kemal. After the abolition of the sultanate was declared a republic in 1923.Non-Muslims, in TBMM, which a national council, didn't take place until 1935. But they could enter parliament with the quota for independent candidates in the elections of 1935. Key Words: Democracy, Parliament, Non-Muslim Deputies
