Abstract (EN)

Because of the businesses change their focus from the result-oriented through the process oriented and they need to use their process efficiently, some changes are needed. These changes can be done through the development of flexible process systems. On the other hand, nonflexible process systems need to make some radical changes to their processes to keep their competitive advantage. The radical, dramatic and fundamental changes became a manifesto by the concept of ?Business Process Reengineering? which are conceptualized by M. Hammer ve J. Champy in 1990s.Implementation of reengineering has plenty of uncertainty so the implementer needs to make forecasting to be successful and to prevent the potential mistakes. One of these forecasting techniques is simulation. Simulation technique can forecast the potential mistakes before the implementation process of the system which should be reengineered. And simulation is not only a forecasting technique but it also enables the process monitoring.In the first chapter of this thesis, reengineering concept is investigated in detail. In the second chapter, project planning techniques and tools are explained and the resource constrained project planning techniques are mentioned.Third and last chapter of this study is about the application which is conducted at Central Laboratory of Dokuz Eylul University Hospital. Existing process and redesigned process, and an alternative process are simulated by using ProModel Simulation program to forecast the potential failure and monitor the process in the Central Laboratory. Finding the planning tool is aimed which completes the project on an earlier time by the resource constraint project planning algorithms in the implementation process of the reengineering project. The alternative resource constraint project planning algorithm is also presented.
