Abstract (EN)
This meticulously prepared study reveals a significant and concrete conclusion aboutthe advantage that the Naval Forces could provide for Turkish National Security Policy.Furthermore, it indicates a necessity for the matter that Turkish Army needs to adopt TQM(Total Quality Management) in order to have a modern educational model. Another essentialoutcome is that the qualification of the personnel wearing the uniform is much more importantthan the most sophisticated arms, weapons, warships, planes and other advanced battle toolsthat an army possesses. If the qualification of the staff degreases, the effectiveness of TurkishNaval Forces will degrease accordingly.The research begins with the overall information about the TQM and it aims to clarify themeaning of TQM for both domestic and foreign customers. It is also expressed what thecomponents of TQM are and their importance as well. In further sessions, the research focuseson the availability of TQM in the Armed Forces. Under the light of several researches, TQM isnow considered to be applicable in the foundations of state and private institutions, which arehighly involved in bureaucracy and strictly governed by classical administrative principlestoday. It is also given the examples of TQM?s feasibility in the Armed Forces, which arehighly notable for their strict centralist and hierarchic arrangement systems, and whoseactivities of each is conducted by directives and commands.The applications of TQM in American Naval Forces could be the best evidence for thisissue. Because of certain political developments all around the world, forming a bloc hasclearly fallen out of favor and the definition of foreign threat has changed a lot today. Underthese circumstances, especially authorities in America, seriously began to consider(downsizing) degreasing the size of American Armed Forces. American Naval Force has lostmost of its treasury funds, which were once thought to be endless. On onehand, they began to think of ways to degrease force and budget deficiency, on the other hand,they tried to find ways to keep fight capability at utmost level. Consequently, they consideredTQM as the last resort in order to sort out the problems. Because, besides degreasing the costs4considerably, TQM was understood to be capable of increasing not only the effectiveness butthe quality as well.The most innovative and sophisticated war systems of our modern age are being used inTurkish Naval Forces today, and the new ones are added to its inventory day by day. Withrespect to these newly added electronic systems, there comes forward a vital need for trainingthe staff for operating, repairing and carrying out the maintenance effectively. In other words,to let these modern systems of high technologies function properly, it is crucial to get theability to care and keep the quality of the modern productions at its uppermost level.If the administration of Naval Forces is maintained by the strategies and typicalapplications that have been so long adopted; it is highly probable that, it will be inefficient toaccomplish its duties one day in the face of the vision of 21st century along with the adaptationof new duties and the economic realities.In this respect, so as to realize the expectations as well as possible, the personnel shouldmake some changes in their administrative view similar to the ones in business world and assome other foreign Forces have done in recent years. It is considered that the change ought tobe made by creating a model for education that is in accordance with Turkish Naval Forces?structure. According to the researches have made so far indicates that the change could bemade by this way. Since, there are many institutions, which are known to have accomplishedthe cited change well in advance. During the construction process of this educational model,the opinions of various governmental and private institutions and the personnel of NavalForces have all been taken into consideration.
