Abstract (EN)

This study titled "Evaluation of Toxic Industrial Chemicals as Chemical, Biological, Radiological and Nuclear Agents Emerging from Natural Disasters" focuses on examining industrial chemical leaks and accidents triggered by natural disasters in the context of CBRN threats. The study analyzes the risks associated with the release of toxic chemical substances originating from industrial facilities following natural disasters, the potential harmful effects of these substances on human health and the environment, and their integration into CBRN defense strategies. In this context, the study adopts a multidisciplinary approach and addresses issues at the intersection of the disciplines of Physics, Chemistry, Biology, Environmental Science, Public Health and Emergency Management. In addition, the study provides a new framework for the development of specific criteria that require the classification of industrial chemical substances activated as CBRN threats as a result of natural disasters. In this framework, the potential of chemical leaks and emissions caused by industrial accidents to cause widespread human and environmental exposures is also evaluated. Accordingly, efforts are made to determine strategic approaches for the prevention and response to such events. In general, the findings of the study reveal how toxic industrial chemicals released as a result of natural disasters can be integrated into the CBRN threat matrix and innovative methods that can be used in response to such incidents. In addition, it provides recommendations on how disaster management and emergency response plans can be prepared and implemented more effectively against such chemical threats. Finally, the study provides recommendations for policy makers, industrial enterprises and disaster management experts to increase the resilience of industrial facilities against natural disasters, reduce disaster risks and strengthen emergency response capacity. Within the scope of these recommendations, various measures such as public awareness and training and increasing community resilience are being evaluated.
