Abstract (EN)

The fourth industrial revolution, which is regarded as a creative destruction process in terms of innovations, will have various socioeconomic implications for international relations. The fourth industrial revolution, an artificial intelligence, robotics, internet of things, big data and cloud computing, as well as five basic dynamics and 3d printing techniques, which is an auxiliary dynamic phenomenon and is briefly referred to as industry 4.0, is an industrial transformation process. At the same time, the impact of the fourth industrial revolution is very broad and not limited to the industrial scope, with each of its dynamics and basic outputs such as smart factories and autonomous car that they form together. Economic, social and international relations have been the main scopes of effect of the fourth industrial revolution, which has been studied in conjunction with changes in the agricultural and service sector, other than the industrial sector. As a creative destruction process, the fourth industrial revolution, on the one hand, enables economic growth through technological developments and increased productivity, while on the other hand it causes socioeconomic negativities with decreasing employment and increasing inequalities. At the end of this process, in which economic growth is treated as creation and socioeconomic negatives is treated as destruction, creation can not compensate for destruction. For this reason, the already unequal national and international structure will become even more unequal. With the intensification of national inequalities, it is thought that the lower class of the middle class, the lower class and much more restricted part of the middle class will melt away from the upper class. This socioeconomic transition will also be seen in an international system. It is envisaged that the middle-sized states, the semi-periphery countries from Wallerstein, will encompass the majority of them to periphery, and a very small proportion of them to core. With this change in the international system, it has been argued that power shift will occur and this will exacerbate dependency relations between the center and peripheral countries. Nevertheless, it is stated that the dynamics of the fourth industrial revolution will emerge economically and politically, especially in global companies in the information technology sector, and that the power of the government will shift to company. Key Words: Fourth Industrial Revolution, Industry 4.0, Creative Destruction, Economic Growth, Technological Development, Inequality
