Abstract (EN)

Today, PRC's seeing itself as a different direction than Mao's ideas and seeing itself as a central country, make great progress in the outward opening policy because of the win-win policy in bilateral agreements. China, has adapted the win-win policy with the European Union in which foreign countries have contacted. After the 2008 World Economic Crisis, it became the biggest economic supporter of the EU, which was no longer a strategic power. Germany, which is one of the leading countries of the EU, increases its economic gains in Europe. The scenarios are written on whether the EU is an actor on its own as a geopolitical subject or whether it will take part in the playground of the great power competition between Russia, China and the USA in a multipolar system. Within the framework of active diplomacy towards China's European region in 2012, 16 EU member and non-EU and Central and Eastern European countries have established a mechanism of cooperation on economic and security issues. With its unique political structure apart from the liberal Western European democracies, it continues its existence as an alternative model in the non-liberal international system and the European Union doesn't object to this model. While Britain has continued its relations with China on a duoble and independent basis with the departure of the EU, Germany is in a position to support China, while France is suspicious due to the expansion of China's win-win policy in Africa. In this thesis, the relations between China and EU will be evaluated within the international system which is rapidly moving away from liberal values. This rapprochement will be analyzed for the USA, which sees Russia and China as its rivals.
