Digital transformation of public services in the world and in Turkey: Artificial intelligence applications

Abstract (EN)

Proposed to question the reason for the existence of the state and its service areas; Traditional Public Administration, New Public Management, New Public Service Approach have created changes in the existing traditional, traditional state administration and service field. As a matter of fact, with these understandings, the reason for the existence of the state and its areas of activity are constantly changing, while ongoing technological developments and inventions have created a transformation effect on the administrative and service structure of the existing traditional state. In this context, with the ongoing Industry 1.0, Industry 2.0 and Industry 3.0 revolutions, the discovery of electricity, telephone, telegraph, steam-powered machines and the introduction of railway and maritime transportation have changed the functioning of the existing economy and shaped the administrative and management structure of the state under modernization sensitive to technological inventions. As a matter of fact, the state management and service structure that has been questioned with the economic crises, the ongoing advanced technological inventions, the 4th industrial revolution, the acceleration of the development of information and communication technologies, especially computers, and the widespread use of application areas have laid the foundations of today's digital age. The development in information and communication technologies has created diversity in the expectations of citizens regarding public service delivery, and while the state has transitioned to the digital state model, which constitutes the necessity of the age, with the understanding that it is not possible to meet the diversified demand with the existing traditional management and service structure, the service beneficiary citizen has also evolved into the digital citizen model. The continuation of industrial revolutions in the historical process as a result of the search for a way out that is sensitive to economic cyclical fluctuations, the current economic model necessitates digitalization, and the use of digital technologies in the production process that creates the economy has revealed the concept of digital economy, and with the provision of a modern production process, every single production cost that creates production costs has been created. It also increased the amount of income generated by creating a positive impact on the factor. In this context, the fact that artificial intelligence, which is a pioneer among digital economy technologies, has multifunctional equipment that allows full automation transformation in the production process, increases the willingness to use the technology and causes studies for its development to continue at a global level. In this context, the volume of talent that enables artificial intelligence technology, which has the power to imitate human abilities, to reduce production costs on the economy to a dizzying extent, constitutes the main reason for the willingness to use it. As a matter of fact, the use of smart robots in production improves mass production capacity, ensures product standardization by minimizing human errors, prevents waste of resources related to the amount of energy, enables real-time data sharing warning by instantly detecting any disruptions, errors and similar negative situations that may occur in the production process. and many similar elements constitute productive areas where artificial intelligence is operational. As a matter of fact, studies on the dissemination of application areas of artificial intelligence in the world and in Turkey continue unabated on a global scale and form the basis of today's international competitive environment. As a matter of fact, the publication of national artificial intelligence strategies by countries globally can be shown as the most important evidence that the technology in question is gaining global momentum. The purpose of this study is; By explaining the change and transformation that today's digital age has brought about in the traditional state management and service model in the historical process, by emphasizing the advantages and disadvantages of the use of artificial intelligence, which has gained global momentum in today's digital economy with advanced information and communication technologies, in public administration and service areas, the artificial intelligence of the national competitive environment is emphasized. The aim is to explain the deficiencies in intelligence strategy planning and the aspects that need to be improved, and to make interpretive suggestions based on a general perspective by identifying the possible risks carried by the technology in question and the elements that lay the groundwork for the development of concerns that remain on the international agenda. In conclusion; Maturity of studies on digitalization in public administration and services will only be possible by preparing, implementing and ensuring the continuity of a strategic planning policy that will be shaped under cooperation. As a matter of fact, the rapid progress of today's studies on artificial intelligence technology causes an increase in concern about the technology in question, and in this context, the control of hardware artificial intelligence, which exceeds the impact level of national strategic planning, and the regulations regarding the legal framework of its usage areas and form, just like the international digital perspective, which constitutes the domain of the digital age. It is important to make it effective here too. As a matter of fact, while digitalization is a phenomenon with a global impact, national strategic planning will only have an impact on domestic actors and will remain outside the international perspective, and the impact level of a general process will remain neutral over time.
