Abstract (EN)
Together with the development of processes like democratization, globalization, localization and privatization all over the world, the thought that the role of public administration and its functions should change have become one of the top topics in the publicity of the countries. In this sense, in the scope of the reform on public administration, there have been conducted many studies on the scaling down the public administration, privatization of public institutions, making their services effective, expansion of the working areas of civil society organizations, participation to administration and providing transparent administration. The central point of these studies especially in recent years is the applicability of IT Technologies within public institutions and structures. That?s whay, in recent years, the concept of eGovernment is a frequently covered subject not only in theory but also in practise. The most basic cause of these discussions is the widening of eGovernment applications. For this process, the subject that reveals itself is the positioning of ?Interoperability? philosophy in eGovernment applications. By the way, eGovernment is the providing of data/information sharing and services and interoperability of all agencies and institutions that offer public services over the same platform by the way of information technologies, taking authority, responsibility, criteria and principles which are determined in the framework of certain standards into account. In this study, the prerequisities of interoperability in eGovernment (i.e., process improvement in eGovernment, information and its management, the technologies and model of interoperability, the model of interoperability, the essences of interoperability) have been studied, then a sample application has been developed in this subject.
