Prof. Dr. Funda YILDIRIM Ground Holding, a policy for eliminating air traffic congestion, is a mechanism devised to decrease the rate of the incoming flights into an airport when it is projected that arrival demand into the destination airport will exceed capacity. This thesis deals with an Air Traffic Flow Management (ATFM) mathematical model on Stochastic Static Ground Holding Problem (SSGHP) which considers a stochastic profile represented by a set of airport capacity scenarios and their probabilities and is represented in an aggregate level in terms of numbers of flights per unit time to allow the model to be used in the collaborative decision making setting thereby using fewer decision variables via post-processing.
