These factors (improvements) can be globalization, improvement in communication techniques, differentiation of managerial systems with the aim of keep pace with time. Turkish National Police is one of the most important public institutions giving security service. Security service is the one which requires public relations most if we consider the requirements of the time. The aim of this thesis is to investigate the Branch of Relations with Mass Media and Public, which works as a central public relations service for Turkish National Police, from a structural and functional point of view and make an evaluation of this unit from public relations point of view.The thesis makes use of analysis that put forth all aspects of the institution in categorical content, content analysis method that resolves written codes and surveys which are answered by the personnel. Besides, the research is supported with literature scanning in areas that are related with the topic. The thesis covers all structural aspects and all activities of the institution.In consequence of the research it has been seen that the institution has problems on structural, administrative and financial deficiencies. However, with these deficiencies, various activities of the institution reflects the requirements of the decade and it serves as a model for other public institutions. It has been understood that the top managers of the institution do not give required attention and support to the stated unit and the activities recently being held are not public relations but only the bridge between top managers and the mass media.Key words: Public relations, Public relations in public institutions, Police, Turkish National Police, Public relations in police organization
