Abstract (EN)
In this academic study, the concept of "primary education" which is evaluated in the context of free and compulsory education, as stated in various international and national documents including the Universal Declaration of Human Rights, is problematized due to its inadequacy in not encompassing early childhood period. Considering the development of the individual and their potential, it is emphasized that education starting from the primary education age is a delayed education and the necessity of starting the education of individuals from early childhood is emphasized. In this context, in order to ensure equal opportunities in education, it is argued that this education should be provided by the state as free and compulsory.
