Abstract (EN)
Worldwide, there is an intense increase in information technology (IT) regardless of the public and private sectors. With this increase, corporate business processes have become dependent on IT. Apart from this dependency, serious problems such as the conflict between the priorities of the organization and IT, misunderstanding of IT risks, waste of resources and unfinished IT projects have increased the importance of the concept and the discussions on the concept. IT governance is an integral part of corporate governance, which is the responsibility of the board of directors and senior executives. IT governance includes leadership and organizational structures. Maintains and adapts the organization's strategies to ensure the organization's IT. It also ensures strategic alignment between the organization's strategies and IT. IT Governance falls into four categories. These dimensions are IT strategy, value delivery, risk management and performance measurement. Corporate managements should organize their internal control systems well to ensure success with changing business needs. The most viable form of this is to put a framework. In this context, the global models and methods used for IT governance are explained. COBIT and ITIL are the main ones. With the blockchain applications, financial technology (fintech) has taken an upward movement. Financial technology is the application of technology to provide innovative products and services in the financial industry. The development of the fintech market has provided innovative solutions to consumers by improving the customer experience in the provision of diverse and efficient financial services. When the global financial crises combined with the use of contemporary technological innovations such as social media, artificial intelligence and data analytics, Fintech has turned into a new paradigm. The fintech market is developing and growing at a rapid pace. Unlike other organized markets, their regulation and supervision is very new. Initiatives in this ecosystem, like other markets, should be functionally and structurally audited and sanctioned. Technical requirements for control and supervision are essential. Fulfilling these requirements is also important for service and service continuity. In this study, an audit was applied to a fintech company whose COBIT compliance work is ongoing, within the scope of the communiqué that it is obliged to comply with. As a result of the application, the determinations were evaluated and compared with COBIT.
