Abstract (EN)

The European Union (EU) is Ghana's largest cocoa export partner. Ghana's most important cocoa trading partners among EU countries are the Netherlands, Belgium, Germany, France and Italy. In 2023, Ghana exported $583 million worth of cocoa beans to the EU, which is about 53% of the country's total cocoa export value. This makes the EU a strategic region for Ghana's cocoa market. It is therefore critical to ensure the sustainability of Ghana's cocoa trade in the EU region. The purpose of this study is to analyze cocoa trade developments between Ghana and the EU and Ghana's competitive position in the EU cocoa market. The regional trade concentration method developed by Forment and Zihera was used to analyze the competitiveness of Ghana's cocoa exports in the EU market. The analysis showed that Ghana has maintained a strong trade concentration in the EU, especially with countries such as the Netherlands, Germany and Belgium, despite a decline in competitiveness over the last two decades. This decline is attributed to supply constraints and sustainability issues such as child labor, deforestation, low farmer prices and insufficient local processing, which contradict the EU's strict sustainability standards. While institutions, including the Ghana Cocoa Board and the Cocoa Research Institute, are working to enhance sustainability, non-compliance with EU standards could negatively impact Ghana's competitiveness in the cocoa market. Ghana's competitiveness in the EU cocoa export market is supported by robust institutional frameworks, trade agreements and production capacity. However, it faces challenges due to changing market demands and regulatory pressures. To maintain and improve its competitive position, it is crucial for Ghana to invest in sustainable agricultural practices, increase supply chain transparency and comply with EU sustainability standards. This strategic approach will enable Ghana to maintain its market share in the EU and capitalize on new opportunities in the high-quality and ethically sourced cocoa sectors.
