Abstract (EN)
The Republic of Turkey is a welfare state. As a result of being a welfare state, Turkey undertook many significant measures on te Social Security Program by enacting bills and implementing them, such as the Social Insurances 5510 and the General Health Insurence. It is the General Health Insurance that plays the most important role in the statute. Under the General Health Insurance; Persons are provided with protective health services before the health problems occur and the treatment services after the problems occur. The act promulgated and provided persons with Premium payments, identity checks, contribution payments, comliance with the service degrees and both the conditions and the compliance with the referral systems on the utilization of the health services. Here, the aim was to provide more efficient health services and similar service degrees and referral systems with the other countries.
