Household's being able to make use of general health insurance: The likelihood approach based on Gaziemir case

General health insurance in the service industry is one of the topics followed with a great deal of attention in recent years in the literatüre of economics. Determining the household?s income due to Turkish Governments? expanding the scope of General Health Insurance and monitoring the results of implementation raised the importance of the studies to make it necessary to test the political success in the field of health. The objective of the study is to examine the probability of leaving out the poor households (not having any social insurance) benefiting from transfer expenditures through public funds from the scope of general health insurance(the situation of being G0). The study is of binary modelling character and has been designed as a study that can be helpful to the policy-makers in terms of its being able to provide insights for the prospective years. The data base forming the basis for the sample of the study was obtained from the primary data (survey) covering the application prosedure of Izmir/Gaziemir District Governorate. The results of this research confirm the hypothesis of ?Improvements in the other qualitative factors as well as the increase in the household?s income reduce the additional transfer spendings arising from the state?s general health insurance?.
