Abstract (EN)

This work consists of the biography of Ibrahim Hakkı Pasha (1863-1918) who was one of the important scientific and political statesman in the last period of The Ottoman Empire. Ankara, 2013. After his graduation from The Faculty of Political at the first ranking in 1882, he participated in most of the state duties in different levels. First, he was intern officer in Hariciye Nezareti Tahrirat Kalemi. After wards, he consequtively became an interpreter in Mabeyn-i Hümayun and Babıali Legal Council. When The Ottoman Empire had a lot of military, political and economical severe problems, besides his bureaucratic duties he gave lectures on administ rative law and İnternational law at The Faculty of Law and The Faculty of Political. His knowledge on more than one foreign languages and his international law sudies resulted in taking part in many commission about law, financial and political topics in the country and abroad, besides his job as a Babıali Legal Council. After his his bureaucratic duties he was appointed as grandvizier with the support of İttihat ve Terakki Fırkasi 1910. During his grandvizier, intervene of Tripoli by Italy was conjuncted to his wrong authority and appointed to heavy criticism. He resigned his job because of this reason, and he was appointed to Berlin?s Ambassador ship in 1915. He died in 1918 in Berlin.
