Abstract (EN)
In the Ottoman Empire, the administration of the naval organization was provided by the captain pasha. During the Tanzimat period, the captain pasha administration underwent a change. Regulations were made in the organization with the processes of naval council and naval supervision. With the establishment of the naval supervision, titles also changed. The title of captain pasha was replaced by the title of minister of navy. In the process, there were also attempts to return to the old system. The naval ministers served as superiors who shaped the naval power. The naval organization of the Abdülhamid II period has been the subject of debates that continue even today. The nazirs also played a role in the formation of this controversial structure. Even though they were under the sultan's command, they had the opportunity to intervene personally. It was up to them to strike a balance between serving the state and serving themselves. This study will focus on the influence of the naval ministers on the naval organization through their discourses and actions. In the first part of the study, the changes in the bureaucratic structure during the reign of Abdülhamid II and Abdülhamid II's approach to the naval organization are discussed. In the second, third and fourth chapters, the shaping of the naval policy during the reign of Abdülhamid II is discussed. The activities of the naval ministers who shaped the naval policy are analyzed. In addition, the events that shaped the naval policy of the period are also analyzed. The influence of the bureaucratic structure on the naval policy of the period within the framework of persons, events and conditions is analyzed.
