Abstract (EN)

In this study, firstly, the economic function of the Ottoman Empire in the classical era and innovation centuries is briefly scrutinized to form a historical basis for the action of the study. Following the expression of the state's view, the economic parameters on which the economy is built are discussed over revenue and expense systematics. The deteriorations in the Ottoman Empire's economic function and the efforts to adjust the system are evaluated within the Ottoman-Turkish innovation history criteria. And in the fundamental parts of the study, the national economy, an economic policy that was applied by one of the principal actors of the Turkish innovation history Committee of Union and Progress (İttihat ve Terakki Cemiyeti), in the II. Constitutional Era and economic policies in the Ataturk Era economic policy are examined. Based on the study, the idea of examining the economic continuity from the II. Constitutional to Ataturk Era by comparatively expressing the similarities and differences of the II. Constitutional and Ataturk Era economic policies is present. The general argument of the study is about proving that the II. Constitutional Era was the economic laboratory of the Republic. With the aim of proving the argument, the official archive records about the era, periodicals, intellectuals' studies, and economic activities of governments are elaborately analyzed. Both eras are evaluated on the basis of opinion and action in this context. Consequently, it is seen from the comparisons that the national economy idea that started with the Committee of Union and Progress (İttihat ve Terakki Cemiyeti) continued in the Ataturk Era as well and the economic approach in question contributed to the nation-state building process.
