Strategic planning in special provincial administration performance indicators- budget relation: Example of İzmir

Special Provincial Administration is a kind of local management which is the least advanced and the most debated in the local administrations. The fact that Special Provincial Administration get similar amounts with public and that they have the opportunity to present the services efficiently and productively makes them one of the most essential administration. Yet, inspite of the increasing tasks of the Special Provincial Administration, the fact that the sources can not be found accordingly and they are connected to the central administration, caused their loosing their autonomy and their not presenting the expected services. As a result of this, a reform which will provide better conditions for public management is chosen. With this reform, performance management, transparency, accountability, performance audit, strategic planning, multi year budget and performance based budget systems are introduced in public management. In the first part of the study; strategic planning is dealt; in the second part; performance based budget, performance measurement and performance indicators and performance evaluation is dealt. In the third part reform studies which are about local administrations are dealt and with 5018 number Public Financial Administration and Controlling Law, 5032 Number Special Provincial Administration Law, strategic planning is included. In the practice, findings are evaluated with strategic planning and performance budget of zmir Special Provincial Administration.
