A study intended for primary education finance and budgeting based on measured performance using data envolepment analysis

Although reserved shares from general budget for education finance is known in Türkiye, in order to bring up the extent of aids from various sources besides general budget and income of Parent Teacher Associations on education finance of Primary Schools.Nowadays, it is necessary to evaluate school performance that affects student's success. To finance schools based on their performance obliges proper usage of sources and supplying necessary criteria for effective schools.In this study, the location of private sources in education finance and budgeting based on performance were determined with measured activity values using Data Envolepment Analysis. In the first chapter, education finance, finance sources and distribution of them as well as performance were identified. In the second chapter, historical development of education finance, structure of primary education finance in Turkey and other countries and types of education costs have been mentioned. In the third chapter, performance evaluation methods, Data Envolepment Analysis Models and application phases of them were mentioned. In the fourth chapter, schools' activities were evaluted using DEA and based on activities' values it is suggested a budget for last two years.Keywords:Education Finance, Student Cost, Education Performance, Data Envolepment Analysis, Budgeting Based on Performance.
