Abstract (EN)
Although an organization has very strong financial sources, if it doesn?t have sufficient human sources, its fair chance will be limited. Since the importance of human resources is very much like this, the studies regarding the human factor have been increased and human resources management has been improved quickly.The performance evaluation system that is indispensable for human resources management has an important place. The performance evaluation system is a guide for human resources management, and it has risen to surface as an effective measure to determine the stages of working life areas like starting job, promotion in an office, and determining the wages.The most important feature of an organization?s member is the contribution for the targets of that organization. This contribution is named as personnel success or, in other words as a personnel performance. The personnel representing high performance is the person who realizes his/her tasks and responsibilities successfully, and he/she also makes a contribution to the targets of the organization. As for performance evaluation, it is the measurement of the contributions which has been made in order to reach the enterprise?s targets.In this study the requirement and importance of performance evaluation has been tried to put forth via an research done in General Directorate of Turkish State Railways. It has been obtained from the research findings that the performance evaluation concept has not growth in General Directorate of Turkish State Railways and, the applications that have been realized in this directorate are far from its real targets.
