Abstract (EN)
The relationship between Islam and democracy has been a subject of debate since the nineteenth century. Islam is both a religious belief system and a system that guides the establishment of a social order. Democracy, on the other hand, is basically a form of government that aims to allow the people to shape the government and involves a participatory political process. Some argue that Islam is compatible with democracy, while others claim that the two concepts are contradictory. The compatibility of Islam with democracy may vary depending on which understanding of Islam and model of democracy is being considered, the values of the society the historical, cultural and social contexts. The period of the Rashid Caliphs is of great importance for the establishment of political and governance systems in Islamic society. During this period, caliphs were elected as the leaders of the Islamic state and assumed the responsibility of looking after the interests of the society. When evaluated in the context of democracy, the period of the Rashid Caliphs bears the traces of an understanding of governance that includes the principles of consultation and participation. The Caliphs listened to the views of the society by using consultation mechanisms and tried to protect the interests of the society in their decisions. In this period, the Islamic state was governed with an understanding of governance based on the principles of Islam, and the principles of public participation and consultation were emphasized.
