Abstract (EN)

One of the most necessary requirements for the societies from underdevelopment to rising up to the level of modern civilizations is , evaluating all of the natural resources efficiently and searching the ways of using these facilities in the maximum level. Natural resources are one of the most important factors in countries development. The developed countries have realized their development by featuring both the natural resources and other production factors and these resources are all made to work to capacity. The integration of operations either in international markets or the factors affecting the competitive power of these global national markets; can only be provided by gaining costadvantage over the other competing firms. Productivity is an important factor in the countries future economic plans. Inefficient and uncomplete use of the scarce resources is an important problem for all the economies to solve. The most important agent to fortify Turkey and to increase its competitive power is to rise the productivty of the operations. However , the productivty measurements form the main point of fixing the operations level of productivty and also the improvement studies. Because it is clear that an unmeasured thing can not be fixed or improved in any way.
