Unemployment insurance and a review on the devolopment of unemployment insurance implementation in Turkey

Abstract (EN)

In this study, the development of unemployment insurance in Turkey between 2002-2021 was examined. It is aimed to reveal the level of development in the process from the beginning of the implementation of unemployment insurance in Turkey to the present day. For this purpose, document analysis has been carried out using official statistics, newsletters and reports published by the Turkish Employment Agency (ISKUR), responsible for the execution of unemployment insurance. In the study, data from 2002-2021 was interpreted comparatively. As a result of the analysis, the number of people applying for unemployment allowance between 2002-2021 in Turkey has increased continuously. However, it has been found that the number of those who deserve the unemployment allowance is not as expected. Between 2003 and 2011, at least 81% of those who applied for unemployment benefits were eligible, while the rate of those who were entitled decreased to 46.1% on average between 2012-2021. When the unemployment insurance fund asset was examined, the funds asset increased continuously between 2002-2019. However, by 2020 and 2021, it was found that the fund assets were reduced and fund expenditures exceeded fund revenues. As a result of the study, it is recommended to mitigate the conditions of being qualified for unemployment insurance, expand its scope and reduce fund expenditure items.
