The importance of catch basin in İstanbul; the problems of the water reservoirs, related law issues and proposed solutions within the administrative

Water is an essential element for all living things. One of the most important responsibilities of the government is to supply water to the public. Catchment areas (catch basin) are ecologially important because they contain open green areas and forest land . The main requirements for drinking water catch basin are that it should hold the best quality water and the greatest amount of water possible. For this reason, we need to know the ecological characteristics of the region, especially the relation among the vegetation, soil and water. Therefore application plans for the catchment areas should be prepared with an ecological planning approach. Today, in İstanbul, The Darlık Catch Basin has the above requirements. This is because this reservoir doesn?t have polluting sources and its natural vegetation is protected. On the other hand, unplanned growth and illegal constuction has created adverse conditions for the other catchment areas in İstanbul. This process has v destroyed the natural vegetation of the area and resulted in erosion of the area which in turn, has caused a reduction in the capacity in the catch basin and the quality of the water. This unplanned process of catchment areas has resulted from a lack of coordination among public organizations. The complexity of the bureaucracy (red tape) , frequently established amnesty laws in planning, illegal construction within the area and, the most important problem, the designation of municipality settlements within the catch basin.This thesis questions the administrative law problems and legal issues arising from the municipalities and planning dificulties of the catchment areas.
