Abstract (EN)
In this theses work, administrative fines emphasized with all aspects in accordance with Law (Statute) of Public Wrongs (Law No: 5326). Nevermore, this work is limited with the Law of Public Wrongs.This work includes two parts, which are general principals of Public Wrongs Law, evaluation of administrative fines in accordance with Law of Public Wrongs.Administrative fines takes place in administrative sanctions and these fines are most effective administrative sanctions of all. Without any decision of administrative jurisdiction, administration may give administrative fines. Besides, if there is no provision contrary to process of law for administrative fines in other laws, ordinary courts are entitled. Law of Public Wrongs with Law No 5326 is general law in character. General provisions of law are applicable for all acts that entail administrative fines and expropriation, excluding the preceding exception that we mentioned about process of law. Because of public wrongs, before all else, administrative organization, authority or public servants are entitled for giving administrative fines. In case of existence of declared circumstances, public prosecutor and court is entitled to decide, as well. In first book of Public Wrongs Law, general provisions regarding public wrongs is stated. In second book, some public wrongs and amount of administrative fines and other sanctions regarding these public wrongs is stated. Furthermore, administrative authority is stated for administrative fines regarding all public wrongs.Key Words:?Law of Public Wrongs?Administrative?Law
