Abstract (EN)

Throughout human history, the motivation for the protection of property and usage rights has been the complex relationship that exists between people and land. Cadastre is supposed to be playing a very critical role in land and resource management, but the current system can not adequately do so because of some sort of problems. The traditional management of cadastral-land registry is done on a paper-and-pencil-based transaction. This causes data inconsistency, up-to-date problems, and errors. The deficiencies of the current system are the violation of property rights and diminished security of transactions. From this perspective, the integration of the newest technologies, application of digital land registry and cadastral systems, and the use of Geographic Information Systems (GIS) become very critical in solving such problems. This research is conducted with the purpose of bringing into perspective the current status of the cadastral system in the Kirkuk region of Iraq, providing a framework for developing this system with a modern information system design. Within the scope of the study, land registry-cadastre data prepared according to traditional methods for a selected pilot region were transferred to digital media and these data were queried and displayed with GIS tools
