Abstract (EN)

In the Ottoman Empire, the appointment, appointment and appointment of statesmen or their prisoners were made in accordance with the decisions taken in the high-level decision-making body of the state, Divan-ı humayun. The Ruus notebook is one of the Divan-ı humayun notebooks that were written in the ruus pen and kept in the Bookstore. The Ruus ledger is the notebook in which, except for the high-ranking statesmen made in the Ottoman bureaucracy, the appointment of the foundation officials, the punishment, the disposition such as ibka, is kept under record. It is divided into three classes among itself. These are the ruus given by the spirit pen, the ruus given by the army, and the rikab-ı humayun spirit given by the sultan in the center while the sadrazam was in the campaign. The subject of the thesis study, Kamil Kepeci 249 Ruus Book between 2-64 pages will be transcribed and evaluated. The subject of our thesis covers the ruus records between 1587-1588. This study is carried out in order to reveal information about the appointment, dispensation and how the minors are made and the bureaucratic structure and functioning of the Ottoman State in different state levels.
