Cooperation and coordination of public safety organizations: Challenges and ways to improve

This study comprehensively examines the cooperation and coordination processes of public safety organizations in Turkey. The importance of cooperation and coordination in ensuring public safety is a vital requirement for effective security management. However, the difficulties encountered in this process arise from various factors such as lack of coordination, conflicts of authority, communication problems and resource inadequacies. In particular, legislative incompatibilities and different institutional cultures negatively affect cooperation between organizations. The thesis also addresses strategies to increase cooperation and coordination among public safety organizations. These strategies include joint training programs, development of standard protocols, use of digital platforms to facilitate information sharing and technology-supported solutions. The study emphasizes that effective coordination among public safety organizations not only increases the quality of security services but also ensures social peace and welfare. In this research, document analysis method, one of the qualitative research methods, was used. Document analysis is a method that systematically examines written materials on a specific subject, and contributes to the establishment of a theoretical and practical framework for the subject by evaluating the existing knowledge base, especially in social sciences. As a result of the analysis, suggestions were presented to improve the cooperation and coordination processes of public safety organizations and successful application examples were shared. This study is an important resource for decision-makers, academics and practitioners working in the field of public safety.
