Evaluation of professional hospital managers requirement before and after the autonomy of public hospitals

In modern societies, Professional Hospital Managers are greatly needed by various organizations in health system and Professional hospital manager sare as signed to superior management positions. In our country, before the ? Unity of Public Hospitals ? law, management activities in health organizations were carried out by doctors who do not have any education on management at medicine faculties. Besides of its centralist structure coming from bureaucracy model, problems observed on use of scarce resources effectively and productive, and on presentation of health services co equally and with high quality; at the public hospitals in which business administration principles are not applied.In 1980?s new paradigms were born seeking solution for extremely centralist bureaucratic traditional public management concept which was dominant in the World. It is seen on current reforms and law drafts that the new creation spreaded as ? new public management ? concept has affected Turkish Public Management and Turkish Health System. The most important progress for public hospitals is the Public Hospital Unities law draft which is suggested by new public management concept in the frame work of ? decentralisation ? and ? Professional management and manager ? principles.With the public hospital unities, it is foreseen to transform the hospitals into autonomous enterprises that can arrange their own income and expenses, employ their staff, and compete. So, with the help of the management system including modern business administration principles, hospitals has become obliged to apply financial management, marketing management and human resources management which had no opportunity of practice in our hospitals before. This situation called ? decentralisation of public hospitals ?, has increased the need of Professional hospital managers specified in all these hospital management topics when compared with previous period.In this research, Professional hospital manager requirement before the law, and increasing requirement after the law are evaluated and made some observations, also given suggestions to take in to account these issues in manager placements in the period of autonomy.Keywords: Professional Manager, HospitalReforms, Decentralization
