Disability in public service administration

Disability is defined as the social disadvantages in consequence oflosses caused by functional damages on body. Eliminating this socialdisadvantages and enabling participation of disabled people with equalopportunities into social life like other members of society is the mostimportant social duty of a social government. Recent researches show thateight million disabled people are living in Turkey. This figure is over threehundred million in European Union. Governments are responsible foreliminating of wealth level distinctions in the society. Removing the socialdisadvantages, offering essential services that enable its citizens to have a lifesuitable with human dignity and to provide guarantee for everybody to liveas a human are the duties of government. This is also another fact that; allservices offered and efforts would be meaningful if the whole society becomesresponsive to the needs of disabled people. The only way to make it possible isincreasing the public information on the difficulties of disabled people.Recent researches held in European Union show that, largeinstitutions used for rehabilitation of disabled people, cause their isolationfrom society and are barriers for entering to social life. But there is no biggap between the cost of eliminating social disadvantages of disabled peopleand accommodating them in an institution. Therefore today, disabledoriented services, like the policies which were already adopted in EuropeanUnion, should be focused on both easing their social life and enabling toinclude in society. In this study, the services which are focused on theinclusion of disabled people in society are examined in both European Unionand Turkey with the actual structure and deficiencies.Key words: Disabled, Disabled Rights, Services for Disabled People, Difficultiesrelated with Disability, Disability and Equal Opportunity.
