Business enterprise is a unit who is producing goods or employ together with the human decision and manufacturing factor, well adapted for purpose. The subject of the business administration which has mean ?to actuate? is make a profit with best administered. All of the norms about enterprise such as business management, working people and consumer is the basic fundamental for owner and manager. The achievement principle of management are; productivity, operative, effective, generative and profitability.?State Economic Enterprise? (SEE) is goverment enterprise which has founded for economic activity. In close contact with economical, commercial and political conjuncture there is a big development for SEE since the beginning of 20. century. Some of the reasons are; disability of market mechanism, social benefit, development, unwillings of private sector, fighting with monopolly and being stragetic sector.Present day, State Economic Enterprise has been founded and administered according to decree law dated 1984 numbered 233. Despite they were initiator lots of development at the beginning, by reason of political pressure, they do not inability their function. Whereupon, they have been caused for public deficit.In liberalization at 1980?s, especially after ?24 January Decision? in our economy has been on ?free market economy? and ?privatization? is included in our country?s agenda. Achievement of free market economy is possible with strong government structure. Privatization is indispensable of free market economy. But there is only the role revenue-generating. That is caused for degeneration of social system after legal contention the court authorities decided ?overruling decision?. Even in modern economies, which is effective free economy, there is an government intervention. The main reason of government intervention to economic activities are public services and total utility.There is no operative and effective management . That is show us why the ?State Economic Enterprise? lossmaking despite a great many of opportunitiy. It should be provided that restructure and administrated with operative and effective by all means for ?SEE? in accordance to principle of achievement .State Economic Enterprise should not administration one type of legal arrangement and should neutralize all of political pressure. It is necessary state enterprises such as state and social benefit and failing private sector . State Economic Enterprise?s admistration should be restructure and to be given grant autonomy to administrative board.It should be seperate legal arrangement and restructure for ?Et ve Balık Kurumu.?
