Abstract (EN)

Firms with working capital exıst in public sector. These firms are founded depending on government agencies with general and special budget. Public sector exists general and special budget, associations with social security and regulatory- controller .As firms with working capital have many utilities, their numbers have increased quickly. These Firms are formed because of an achieve autonomy, but nowadays, because of their some disadvantages, they are taken into restructuring.Especially, firms with working capital turn to account excess capacity that is the main aim of economy. These firms do not have a detailed apart law special to them. According to the temporary article 11 of the law 5018, firms with working capital budget and account public act had been made by the government. They are subject to general laws about bidding and audit. They have not seperate laws about these topics.In order to make the firms with rolling funds which have important roles in economy work effectively and efficiently, some solutions should be found about these firms' problems, and also accelerating workings should be given about these cases.
