Abstract (EN)

With the increase in population around the world, it is inevitable that the need for infrastructure investments will increase. It is extremely important to finance infrastructure investments and ensure their continuity, especially in developing countries. In the realization of investments with high initial investment and operating costs, governments have recently turned to Public-Private Sector Cooperation (PPP) models in order to shorten financial problems and investment periods. The main ones of these models are; They are Build-Operate-Transfer (BOT), Build-Operate (Yİ), Build-Transfer (YD), Build-Transfer-Operate (YDI), Build-Lease (YK) and Transfer of Operating Rights (İHD) models. The most preferred model in our country is the Build-Operate-Transfer Model. In the study; In the PPP models, the results of applying a variable security fee instead of the fixed security fee given to the private sector by the state were investigated. As an example, the scenario of construction of the Akçaabat-Meydan-Yomra Tram Line planned in Trabzon with the BOT Model has been studied. As a result of the study, the variable security deposit approach, which is the proposed approach, has achieved an improvement of approximately %12 in terms of public burden compared to the fixed security deposit approach.
