Ethical behaviors in public administration; Antalya national education directorates example

Ethics in Public Administration reveals how important a component ethics is in the public sector, as public employees working in public institutions serve equally, fairly, reliably, accountable and always behaving by considering the public interest. Ethical rules couldn't not completely gain a place in public administration until 2005 and were always mentioned under subheadings. The Public Servants Ethics Board brought a regulation to this situation and created the "Regulation on the Principles of Ethical Conduct for Public Servants" in 2005 and published a regulation on the rules of ethical conduct.After this date, ethics has become increasingly important for public officials. The aim of this study is to determine to what extent public employees working in Antalya National Education Directorates comply with ethical principles. For ethical principles, "Regulation on Principles of Ethical Conduct for Public Officials and Application Procedures and Principles" is taken as reference. In the first part of the thesis, the concept of Ethics and the definition of the concepts associated with it are mentioned. In the second part of the thesis, the legal framework regarding Ethics in Public Administration is mentioned. In the third and last chapter of the thesis, the data of the applied survey are included. This study was concluded with the results and recommendations section. As a result, it has been concluded that Antalya Provincial Directorate of National Education employees undergo ethics-related training, informative meetings, regular inspections and timely implementation of necessary sanctions in order to ensure that they provide services in accordance with ethical principles and standards.
