Abstract (EN)

The restructuring in public financial management, denotes a management model that can use information and communication technologies efficiently and effectively, when on the other hand, realizing contemporary structural changes. In this restructuring process, various applications are being developed, that are intended for a management and service mentality which make the democratic structure of the information society more powerful, and bring citizens, businesses and public administration closer. The most common and the most emphasized form of these applications is the development of E-government.E-Government, in general, can be defined as, the transfer and execution of public transactions and public services into electronic media by using appropriate information technologies. With E-government applications, it is intended that to ensure efficiency, service quality, speed and transparency in public services, and thus, to provide more reliable, interactive, state-citizen relationship as a result of increased citizen satisfaction. For this purpose, Turkey has entered into a major transformation process, especially for the last 10 years with the start of the use of information and communication technologies in public sphere.The aim of this study is to explain the effects of the e-government applications which appeared with the usage of the information and communication technologies on the public services? effective presentation.Keywords: Restructure, Efficiency, Productivity, E-Government.
