The effectiveness problem of project menagement applications in public; An investigation in Eskişehir

Public Administration is broadly described as a field of administration related with public utilities. Public administration is involved to advance the public affairs and the public interests by using related sources for prosperity of public today and in the future. However as a field public administration must be used to confirm the happiness of public and the welfare of the country, in real the consumption of the public sources irrationally and the misusing of them is discussed mostly. The same argument has been carried out for several years on even the projects concerned with the progress in public interests. It is told that , the maladministration of the project procedures by the design of projects to putting into practice and removing the defects , can cause the wasteful expenditures of public sources. This also results in some projects to be remain inactive. As a consequence, the effectiveness of the project management is important as much as the effectiveness of public administration .By the systematic point of view, the results of the effective project management will improve the effectiveness of the public administration in some ways. This must be proved in all projects concerned with public interests. By the way this condition depends on the description by the kinds of obstacles can be faced by public projects. Here the most important thing is the removing of these obstacle even in short and long term and to bring up the administrative necessities and solutions. By the removing of these obstacles and being aware of the projects as on administrative process , administration functions will be carried out effectively in public by using the technical aproachs like total quality , strategic administration , benchmarking, performance administration used mostly in private enterprises. By the help of these observations a study has been carried out in Eskişehir to investigate the effectiveness of the Project management, the factors influencing the effectiveness and some proposals are put out to proceed the project managements.
