Abstract (EN)

The study aims to examine the renewal, rehabilitation, and reintegration efforts conducted in an urban area like Balbey Neighborhood, analyze why and how these efforts were undertaken, evaluate their outcomes, and transfer the insights gained from this process into a practical framework for other urban renewal projects. The historical, geographical, social, and economic structure of Balbey Neighborhood was investigated, and the reasons behind the urban transformation in the area were identified. By examining the urban transformation process in detail, observations were made regarding how the process was planned, implemented, financed, managed, and monitored. The outcomes of the urban transformation in Balbey Neighborhood were analyzed, and the effects of this process on various stakeholders, including residents, the environment, and the urban economy, were evaluated. Success factors of the urban transformation process in Balbey were identified, and a methodology was developed to apply these factors to other urban transformation projects. Finally, based on the findings obtained from the urban transformation process in Balbey Neighborhood, recommendations were proposed for use in the planning, implementation, and monitoring of urban transformation projects. In line with the theoretical conclusions drawn, general evaluations were made regarding urban renewal and rehabilitation processes, and concrete suggestions were provided for future projects. These recommendations were concluded to be significant findings for achieving more effective and efficient urban transformation and ensuring sustainability.
