Abstract (EN)
While in the beginning of the 20th century the socio-economic problems and restructuring issues brought by industrialization were being discussing, towards the 21st century the global factors in parallel with the transformation process of post industrial societies are started to be discussed. Supported by the globalization process of transition through industrial society to information society, besides the social and economical politics, it has also considerable modifications especially on urbanization process of developing countries. The installation of services instead the industrial sector is effected the socio-economic organization and the land use patterns of the cities. Though the implementation of decentralization politics, the approaches in order how to maintain the retreated industrial areas in the centre of cities rather gained importance. At this point, the `Urban Transformation? concept is brought forth as a fundamental instrument of urban planning.In the scope of this thesis, the retreated industrial areas during the deindustrialization process are examined and in accordance with this study the naval dock yard region and its hinterland in the Golden Horn is evaluated.In the first section; a general descriptive explanation of the thesis is held. In this context the keen interest for this subject of the study and the aims are put forward. Related to the subject and its process the limits of the research are denoted. After defining the problem, the assumptions in the research is performed. Finally, the methodology used in the evaluation of the assumptions is determined.In the second section; `Urban Transformation? concept that is supposed to be one of the main instruments for the problem introduced in the context of this thesis is explicated. Initially, the concept of the thesis is searched in detail and studied. On this head all the different definitions in literature are searched and the explanation about urban transformation supported in the thesis is developed. Subsequently the history of urban transformation that followed the development-change process associated with the evolution of human settlements is also discussed. The themes composing the transformation projects that aimed to solve the problems arise in the cities after the industrial revolution are transmitted.After the role and the characteristics of urban transformation as an important instrument in urban planning today, the development of urban transformation as a topic in Turkey is put forward. In this context firstly the process of planning in Turkey is indicated, then in which part of this process and how the urban transformation concept is taken place is discussed.In the third section; `industry? concept in the context of the underlying problem of the thesis is studied. The process of industrialization and the location criteria for the industries is introduced through the inclinations taking place among the world and in Turkey. In accordance with these inclinations the location of industries along the coasts is explained and the relation in between coast-industry is emphasized. Nonetheless, the consequence of coastal space for the cities? point of view is explained. The urban transformation fact aroused by the industrialization and the re-use of the abounded industrial urban coastal areas are also stated by different transformation projects.In the forth section; the Golden Horn-Naval Dockyard region and its hinterland that is neglected during the decentralization process of central industrial functions perceived as the case area is examined analytically.At first, the situation, environmental, communication and transportation, historical process, silhouette, image elements of the Golden horn is studied analytically in the context of Istanbul Metropolitan Area, then the planning process taking place in the Golden horn is investigated with its effects on the silhouette of the city as well.In the context of the case study, the borders and the limits of the area are defined and the methodology of the research is explained. Behind the banks and the coastal functions including the Golden horn and Taşkızak dock yards, a residential and functional survey is held. On the first stage the situation, physical, social, economic profile of the area in the city is aimed to achieve. The socio-economic data is obtained by the questionnaires. The second stage of the case study is performed by focusing on the industry. This part consists of the analytical determinations and questionnaires implemented to the small industrial enterprises. Among the 130 enterprises in the study field interviews are realized with 67 of the enterprises. In this survey it is aimed to reach the data in order to evaluate the potential of the small industrial functions in accordance with the assumptions. The results of data breakdown are examined in graphics and numeric.In the fifth section; According to the results of the second stage of the research the problems and potentials for urban transformation approach are discussed.And latterly an evaluating methodology is edited for re-functioning of dock yards and small industrial functions in the urban transformation approach which will predict in the case area. The evaluation methodology is explained in abstract at first, and then the arranged frames according to the parameters are explicated for the case area.In the sixth section, a general review of results of the study is taken place. In this framework firstly, the outcomes in the scope of the thesis regarding the urban transformation which is one of the most contemporary planning tool of our era, in accordance with the urban policies enhanced in consideration of the regional and local development are stated. Additionally, specifically in consideration of the subject of the thesis, some issues are emphasized which are important within the process of the evaluation of the former industrial areas in the scope of the urban transformation.Following, a general ?process flow chart? in parallel with the approaches enhanced specifically in accordance with the problematic related with the designation of the urban transformation areas presented within the context of the thesis and election processes of the functions which will be foreseen in the projects is stated. And the employability of the chart within the similar urban transformation processes is implied.
