Thesis)Banu KARAKANGAZİ UNIVERSITYINSTITUTE OF SCIENCE AND TECHNOLOGYOctober 2006ABSTRACTIn Turkey, Zoning and Development Plans for Conservation couldn?t reachtheir aims completely.It is seen that even best technical plans couldn?nt find a chance for application.In Turkey, Zoning and Development Plans for Conservation are done by bothlocal offices and Ministry of Culture.Afyon Zoning and Development Plan for Conservation which is evaluated forthesis is of the suitable plan which technical aspect and it has been prepared inthe year 1994 by the Ministry of Culture.After the Zoning and Development Plan has been prepared in this study the aimis to make the sources of the problems clear by defining the changes of historicalcity fabric.In this study, the decisions that are taken for application of Afyon Zoning andDevelopment Plan For Conservation by Eskişehir Conservation Council areexamined. The decisions of the council are evaluated together with Urban Sitepeople and surveys which were given to conservation offices.viiAs a result of these evaluations the application level of Afyon Zoning andDevelopment Plan has been determined, the problems of historical city fabrichave been clared.The problems in Afyonkarahisar are technical, legal, economic and at consciouslevel. Except for some technical problems are the same as in Turkey generally.In Turkey Zoning and Development Plans for Conservation and Zoning andDevelopment Plans don?t suit each other, they have been prepared in that way.In Turkey Zoning and Plans include the areas which are full of historical fabric,in other areas, plan rules are obeyed.
