Parking planning and management in small cities

Parking problems and policies developed for the solution of these problems is one of the most important points in the planning of the city to the urban traffic congestion and travel demand directly affects. If this is not done in a proper parking policy or does not apply in this case will have a negative impact on urban traffic flow and comfort of living in the city will bring negative effects occur. These many studies in the literature, both at the level of local government in solving problems and applications to major cities can be seen. Traffic and parking problems are felt in a serious sense than large cities nowadays vehicle ownership in proportion to the rapid growth occurring in small-scale towns now comes in facing this problem. Parking planning and management issues in the small-scale city are now becoming increasingly important under these circumstances. The presence of a large number of small-scale towns in our country requires bending the subject for a sustainable transportation. In this study, which consists of six chapters; Compared to the major cities of technical personnel and financial resources deprived of relatively small-scale city that is aimed to draw a general framework for parking planning and management. In the first chapter, the basics of parking planning and management for small city explained, literature on this subject, purpose, scope and hypotheses are included. In the second chapter; firstly was made a general assessment of the parking problems. Then, defined the concept of the small city which also constitutes the subject of thesis and making the classification of cities in our country, has revealed major differences and the small town. After these definitions and classifications, parking problems have been addressed in detail in the small city level. Afterwards, developed a systematically has been tried about a parking planning and management for small cities and a flow chart has been created to solve these problems. The definitions of the parking problems and solutions in the flow chart have been evaluated under four main titles. In the third chapter, assessment of the parking space planning is done. This assessment has been finalized in two stages. Firstly, collecting the information needed for the planning of the parking area, in the second stage, the development of parking facilities are discussed in the light of this information. In the fourth chapter, has been started to the issue of managing parking space. Within this scope, developed by Todd Litman "parking management strategies" by considering the assessment has been finalized in three stages. These are explained which firstly, strategies aimed at increasing the effectiveness of the parking area, the second stage as strategies to reduce parking demand and, finally, support strategies. In the fifth chapter, an example of application of the thesis is made. Within this scope making a parking analysis for Artvin city center has been put forward practical aspects of the subject. The sixth and final chapter is completed with an overall study giving place to evaluate the conclusions and recommendations obtained. With this study, aimed to forming a systematic practice to implementation of the concept of parking planning and management in level of small scale cities.
