Abstract (EN)
As one of the developing countries, Turkey is in competition with other developing or developed countries in terms of human capital indicators, as it is in every field. Again, as in every country, it is a fact that our country is struggling with the development differences that arise on the basis of provinces and regions. The subject of the study was revealed on the basis of this idea and it was decided to examine the provinces in Turkey in terms of human capital indicators. In this study it is aimed that comparison of cities in Turkey with cluster analysis according to human capital indicators. According to this aim: "Factor Analysis" and "Cluster Analysis" from multivariate statistical analysis; education-labour force-health main indicators which are determined by "United Nations Development Programme (UNDP)" and main indicators' 27 inferior indicators; 2006-2010, 2011-2015, 2016-2019 periods' datas which takes on TÜİK web site and institution employees and average values are used. When applies "exploratory factor analysis" on average values in "Statistical Package for Social Sciences (SPSS) 22": at 2006-2010 period, two education, a labour force, two health; at 2011-2015 period, two education, a labour force, three health; at 2016-2019 period, an education, a labour force factor are reached. When applies "hierarchical cluster method" on new values which are found by turning factors over variables, it is made that: at 2006-2010 period's education main indicators has 4, labour main indicators has 4, health main indicators has 4; at 2011-2015 period's education main indicators has 4, labour main indicators has 4, health main indicators has 4; at 2016-2019 period's education main indicators has 4, labour main indicators has 4 clusters. The results show that: at 2006-2010 period's clusters have almost all regions' cities, only at health indicator's second cluster has İstanbul singly; at 2011-2015 period's clusters have almost all regions' cities but at education indicator's fourth cluster has Kırıkkale and at health indicator's fourth cluster has Ankara singly; at 2016-2019 period's education and labour indicators have clusters have almost all regions' cities, it is seen that at education indicator's fourth cluster has İstanbul singly and at labour indicator's fourth cluster has East Anatolia's four cities. Cluster classification couldn't made because of different region's cities in company at period's many clusters. Final period's health indicator's cluster analysis couldn't made due to period's factor analysis' results hasn't health factor.
