Abstract (EN)
While neo-liberalism, the dominant ideology of the globalization process, has brought significant success for transformation of the world economy and integration of the national economies, it has led to an increase of inequalities and injustices in global level. As it can be seen explicitly in the reports of important international organizations such as World Bank and UNDP, the poverty both increases and changes attribute as to 20-30 years before.There is a strong parallelism between globalization process and emergence of global and regional public goods constituting the basic of this study. According to this, the factors such as growth in volume of world trade, developments in technology, financial flows increasing in capital markets with financial deregulation and international mobility of humans and goods, which are regarded as the typical indications of globalization, causes emergence of negative externalities in global level. That negative externalities can be discussed both in global level and regional level.Global and regional public goods referred commonly in the literature of public finance are; environment, health, peace and security, information, financial stability and governance. While some authors discuss decreasing of the global poverty as a separate global public goods, others consider it not as a global public goods and assume it as a basic outcome intended to be achieved as a result of providing the global public goods effectively. In this study, decreasing of the global poverty is discussed as a global public goods.The objective of this study is to present the effect of global and regional public goods in decreasing the global poverty in theory. The basic approach of this study is that decreasing global poverty will be very effective if the global and regional public goods are effectively introduced all over the world.
