Abstract (EN)

With the end of the Cold War and the subsequent dissolution of the USSR, great changes in the world power balance have begun to take place. The bipolar structure that had lasted during the Cold War ended and the international system of the nineties turned into a unipolar structure in US hegemony. In the 21st century, the Sept. 11 terrorist attacks, unsuccessful Afghanistan and Iraq operations have shaken the prestige of the United States, Russia has recovered, and emerging economies and EU, China, and Japan have come to the rank of the United States. With other factors such as globalization, the unipolar structure of US hegemony has begun to shake, and the 21st Century international system has begun to evolve into multipolarity. The globalization process has been criticized because of the economic, political and cultural disadvantages that some circles have found to be useful in some circles. The negativities in its place have initiated regionalization movements which can be seen as complementary or anti-globalization process. With the regionalization movements, weak nation states are struggling to survive against globalization and strive to regain their eroding powers. The negativities hosted by globalization have led the nation state to establish economic and political unions around the periphery. The multi-polar nature of the 21st-century international system, the process of globalization encouraging nation-state regional unions; Syria out of the crisis by developing continuity of cooperation Russia-Iran and Turkey are easier to turn into a permanent union.
