Abstract (EN)

The main aim of this study is to examine the effects of globalization on the local government structures of the world and the services they provide. Innovation in working with globalization; it has been assessed that the increase in expectations, the desire to participate in the management, the change in the priorities of the values and preferences of the people, and the imposition of these cases to the organizational cultures with the new management concept. In the study, the City Councils structure in Turkey, functioning, effects on democracy, such as the structure and activity of the powers of organizations through the Local Agenda 21, with issues such as perceptions that bring value and occurs in public issues were discussed. The interaction of nation states with globalization process, globalization and democracy concepts have been researched. The municipalities which are one of the local government structures, the integration with the concept of globalization is inevitable and the extent to which these municipalities are affected and transformed has been evaluated through Düzce Municipality example. This research is a qualitative research; analyzed and interpreted. In the case of Düzce Municipality, where the process of globalization affects the local governments in a structurally and functionally meaningful manner, and the institutional structures and functions of the globalization process are changed, the case is also revealed.
